Billy Colbert's Policy Launch Party and Trunk Show back in July made DC Modern Luxury's Scene In DC section this month. Yay!

The party: A band of funky fashionistas stepped out to Union Row for the launch of mixed-media guru Billy Colbert's clothing line, Policy. The players: Dissident Display's Ayo Okunseinde and performance artist Holly Bass mixed with area artists to the chic beats of DJ Anish Bhatt. Best in show: The designer showed off his urban-inspired threads to the eager crowd, who snagged limited-edition graphic tees and brightly hued dresses at the rooftop happening. --Tiffany Jow
